衛(wèi)生衛(wèi)星賬戶:ISIC口徑下醫(yī)療衛(wèi)生服務(wù)統(tǒng)計(jì)擴(kuò)展的有效途徑

摘要： 在各國醫(yī)療衛(wèi)生產(chǎn)業(yè)迅速發(fā)展的背景下,構(gòu)建衛(wèi)生衛(wèi)星賬戶(HSA),并運(yùn)用HSA準(zhǔn)確測(cè)算醫(yī)療衛(wèi)生產(chǎn)業(yè)的規(guī)模、結(jié)構(gòu)和發(fā)展速度已成為國際上國民經(jīng)濟(jì)核算研究領(lǐng)域的熱點(diǎn)問題。本文在系統(tǒng)分析ISIC口徑下醫(yī)療衛(wèi)生服務(wù)統(tǒng)計(jì)局限性的基礎(chǔ)上,指出HSA作為ISIC口徑下醫(yī)療衛(wèi)生服務(wù)統(tǒng)計(jì)擴(kuò)展的有效途徑,實(shí)現(xiàn)了對(duì)醫(yī)療衛(wèi)生產(chǎn)業(yè)的全口徑統(tǒng)計(jì),并進(jìn)一步闡明中國HSA核算框架的設(shè)計(jì)思路和實(shí)施的難點(diǎn),為中國開展HSA的研究與實(shí)踐工作提供參考。
One of hot problems in the international research field of national accounting is to construct Health Satellite Accounts( HSA),and use HSA to measure the scale,structure and development speed of health care industry in the situation of the rapid development of health care industry worldwide currently. This article was to analyze systematically the limitations of medical and health service statistics based on ISIC,it points out HSA is an effective way to extension of medical and health service statistics based on ISIC,realizes the whole scope statistics for health care industry,and then clarifies the design idea and the difficulties of implement on HSA in China which was in order to provide reference for the research and practice of HSA in China.
