新常態(tài)發(fā)展考核評價體系探究

摘要： 經(jīng)濟社會發(fā)展考核評價體系是各級政府行為的指揮棒,對推進國家治理體系和治理能力現(xiàn)代化具有重要意義。本文首先分析經(jīng)濟社會發(fā)展考核評價體系的重要性,其次論述新常態(tài)發(fā)展的特征,再次評述相關(guān)研究文獻,最后提出構(gòu)建新常態(tài)發(fā)展考核評價體系思路。本文認為,要改革國民經(jīng)濟核算制度方法,創(chuàng)新考核評價指標體系,確立合理的指標權(quán)重,實行地區(qū)發(fā)展差別化的考核評價制度,應(yīng)用大數(shù)據(jù)技術(shù),引入第三方機構(gòu)考核評價新常態(tài)發(fā)展,構(gòu)建可視化平臺。
The evaluation system of economic and social development is the guideline of government behavior at all levels, which has an important significance for promoting the modernization of national governance system and governance capacity.This paper first analyzes the importance of economic and social development assessment system.Then,it discusses the characteristics of the new normal development,reviews the relevant literatures,and finally proposes the idea of building a new normal development assessment system.It points out that the system of national accounts should be reformed,the evaluation index system should be innovated,a reasonable index weight should be established,different evaluation systems of regional development should be implemented,the big data technology should be used,the third party institution should be introduced to evaluate the new normal development,and the visualization platform should be constructed.
