統(tǒng)籌推進(jìn)“五位一體”總體布局 實(shí)施國(guó)民經(jīng)濟(jì)核算新標(biāo)準(zhǔn)

摘要： 2017年7月3日,國(guó)務(wù)院批復(fù)國(guó)家統(tǒng)計(jì)局《關(guān)于報(bào)請(qǐng)印發(fā)〈中國(guó)國(guó)民經(jīng)濟(jì)核算體系2016〉的請(qǐng)示》,這標(biāo)志著中國(guó)國(guó)民經(jīng)濟(jì)核算新的國(guó)家標(biāo)準(zhǔn)的誕生。本文闡述了制定中國(guó)國(guó)民經(jīng)濟(jì)核算新標(biāo)準(zhǔn)的背景和原因,總結(jié)了新標(biāo)準(zhǔn)與原標(biāo)準(zhǔn)相比發(fā)生的若干變化,包括基本概念、基本核算范圍、基本分類、基本核算框架、基本指標(biāo)的定義和口徑范圍以及一些指標(biāo)計(jì)算方法的變化,探討了全面實(shí)施國(guó)民經(jīng)濟(jì)核算新標(biāo)準(zhǔn)需要進(jìn)一步開(kāi)展的工作。
On 3~(rd) July in 2017,The State Council approved The Request about publishingsubmitted by National Bureau of Statistics,which meant that the new standard of China’s system of national accounts came into effect.This study examines the background and reasons to this revision,and summarizes the differences between the new standard and the old one.This revision includes several aspects:basic concepts,scope,and classification,framework of national accounts,definitions and estimation methods of indicators.Further work is needed to implement new CSNA.
